Ugl Paint

We used a paint sealant UGL concrete foundation on our house and want stucco on concrete block now. What procedure do I use to ensure good cohesion of stucco cement blocks? Do I need to get all the old paint off, or just the stuff in bulk?

Get the stuff in bulk off ....... Then there is actually an adhesive stucco you can ride on the block as you would paint.
Just saw him do it so I do not know the brand.

You must add a tour scrutinized for cement blocks to give something to cling to stucco
