A vector drawing package is very nice freeware Inkscape, but it works on Linux. Theoretically, you can install Wubi (Ubuntu virtual running on Windows) and run Wubi in Inkscape. Its easier than it seems - just read on the website Wubi Ubuntu.

OpenOffice drawing is also a very good vector graphics program and is available as part of the OpenOffice suite. You can download it here: http://download.openoffice.org/other.htm ...
