Multilateralism:

An approach to conflict resolution and peacebuilding

After the Second World War, western countries (USA, UK, Germany and France) have undertaken a mission to create institutions based on multilateral agreements in order to manage their historical conflicts and rebuild their shattered homeland worn. The West's ability to successfully integrate into the multilateral economic institutions, political and security have allowed these actors to manage conflicts between them and live in peace with each other for half a century. While the historical examples show that multilateralism has been practiced as early as the 19th century, the institutionalization of post-war world of multilateralism states that multilateralism can facilitate conflict resolution and peacebuilding.

Theory

The Task multilateralism of the Institute of International Studies at the University of California at Berkeley, multilateralism is a special way of bringing together international actors to support cooperation, integrate the principles of non-discrimination, reciprocity diffuse and mainstream institutional structures "(MacArthur online). Bealey, Evans and Newnham agree that, in general, multilateralism is" a political act in concert with others "to achieve mutual goals (Bealey 217 Evans & Newnham 256). Working together, allows actors to plan together to settle or adjust by conference, agreement, or consultation, to act in harmony or conjunction, forming plans, combined with others.

The concerts are usually a preliminary step to engage in multilateralism, because according to Charles Kupchan and Clifford, the concert is used by major powers as a mechanism of decision making involving "informal negotiations and consensus," while posing no threat to the sovereignty of the state (Ruggie, 18). According to Ruggie, a concert is "based on the notion of all against one" that binds members together in collective action. In fact, the Concert of Europe is presented as an example during a security system that multilateralism employees. The Congress of Vienna (1814-1815) and the Congress of Berlin (1878) are two other examples of historical concerts and the application of multilateralism. Respectively, these concerts have led to the formulation of rules of diplomacy that are still in effect and amended significantly the current political situation in Eastern Europe. The value of these examples of multilateralism in resolving conflicts and building peace is in their indication of the preference actor to establish an orderly and peaceful in which to undertake to establish and maintain relationships. This preference indicates a change of actor behavior of these actors in their conditions before the World War.

Evans and Newnham, with the consent of Stanojevic, also stressed that multilateralism is now the "dominant model of activity in most subject areas (ie trade, global warming, the sea bed ). Multilateralism is dominant, compared to unilateralism and bilateralism, because of the growing interdependence caused by globalization. Because of its dominance, the United Nations and its predecessor, the League of Nations, have been definitively established as the multilateral organizations to facilitate diplomatic multilateralism and conflict resolution.

Theoretically, according to Ruggie, multilaterailism generic has been a nation-state development mainly in the "institutional arrangements [that] define and stabilize the international property rights of States" (Ruggie, 8). More recently, multilateralism generic has been used to define the multilateral institutional form because it refers to the "relationship of coordination.
