Can be removed from the primer on my boat? I bought a used boat with the primer. It's a mess, and you want to delete all together, but it would be almost impossible or very expensive? hull painting is more than $ 200 a gallon so I try to avoid having to buy paint replacement. A side note, we will not keep the boat in the water for storage.
The accumulation of paint on the old boats and cars, often hiding surface imperfections. Sometimes stripping reveals unexpected surprises.
If the background is solid, I suggest you just prepare and prime the surface so that you can paint with color and paint of your choice.
As for the final effect. Gloss appearance. Rough is for speed and efficiency because the boundary layer of the surface produces less friction. (Similar to how a dimpled golf ball to improve aerodynamics.)
You must determine the type of primer. If it is an anti-fouling paint it could be an ablative paint which would explain why it seems so bad. This type of paint wears releasing chemicals that prevent fouling. You can brush this type of paint as before is removed and then re-coat.
If a painting is hard, you must treat it like any other paint and sanding and repainting

If the paint is really horrible, you can use a paint stripper gel as citri-strip or the like - the object with a stripper slow is that it continues to work for centuries, of 24 hours is normal, and this gives a very good multi-layer stripping action and allows control of all waste.
antifoul sanding is difficult because of the toxicity of the dust, and can you get into war with the EPA, local council, neighbors and so on.
Good luck.
I would not remove it. Like all the paint protects the hull.
I just want to put a protective face mask and use an electric sander to strike back until smooth.
While anti-foul in the normal way.
But not anti-fault until you're ready to put her back in the water next season. This is very important that the fight against the fault of losing its properties.
Yes, but the boat must be lifted
