What do you do if you need to apply the latex paint on an old oil painted surface? I know there are there for bait, but every monkey behind the Home Depot or Lowe's cons gives me another story which one to use, and specifications may or business are not at all helpful either!

You can if you want prime.
But you probably have a job two layers, and the new color is darker than th enews apply paint if the old is the darker color, then prime the area first.
I believe we must sand the surface lightly, then use Killz primer water based, so it beats, then you must use a paint remover or coarse sand surface. In both cases, it could be a frustrating process.

Wash walls with TSP Tri Sodium Phosphate ....() dry and buy a water-based primer (Kilzer) is good if you paint over the color is dark (two layers) if the color you paint is the dusky primer and you will not much work ...
Yep, not much to add. You either want to lightly sand or use TSP. Be sure to rinse well if you use TSP. So, while acrylic primer will do. Kilzer (blue can: brushed) will do. I think that Home Depot is "lock", which is good. The only thing to watch is that these primers are generally thick enough so just be careful when you use it, so you do not receive large brush strokes visible.
It is so simple and a shame that Home Depot / Lowes does not see fit to train their employees at all seems ... I have been painting for over 10 years and always find myself answering questions from people when the people of paint have no idea what they speak. Let me just say they do not know instead of trying to say something false.
One last thing. If you have questions about whether the bait is working, just call the 800 number on the box and ask if it is a primer. Liaison primers are based on the type of water will stick to oil.
What I would do is sand the wall to get a chipped paint and oil paint. So I appreciated it Wil Killz. It is a primer gray. Let dry for at least 24-48 hours. Observe the area. If it is still and you do not see the marks go on with your painting. Other wise give it a new coat of Killz and dry that .. and you should be ready to go!
